If this is case,it doesn't seems right. It totally void the purpose of putting the 5% cap. Even if they want to fill up the gap, priority should be given to 1st timer, to be consistent with their policy. It is as though saying that there is no difference between 1st and 2nd timer.

I expect the same as u.

I don't understand how come they say 95% to first timer while 5% to second timer.

Seems like 5% is min cap for second timer while 95% is max cap for first timer.

Like lucky draw? First timer given two tickets while second timer has one?

my interpretation is like u know lucky draw , u get 2 or 3 coupons instead of the usual 1 piece
