I think the main telcos are doing the volte provisioning for all MVNOs using their respective networks. It should be done by 31 July.

Yah, cos the QCI values are all over the place in the thread. Putting it all into a table, say an Excel table would be great as we can sort the table according to our desire, example by QCI value, or cost, etc.

this is only the list of phones that enable volte. What i mean is that, have they implemented provisioned volte?

So far only zym (Singtel MVNO) have VOLTE. But face many issues in the first few days, so maybe other Singtel MVNO are holding back the upgrade
