Not sure if it was a bad chip. Seemed more like a network and optimization issue to me. I will prefer installing the driver package from Intel directly instead of 3rd party vendors like 10Gtek.
You may also want to go into advance network configuration on Windows and disable all the offload features and jumbo frames.
If problem persist, you may want to troubleshoot your upstream network.

I have been troubleshooting the mediocre d/l speed for months yet remains un-resolve. Upstream looks fine since I tested with a Mac and both the d/l and u/l speeds average about 8000+ and 7000+ respectively.
While I have re-installed the Intel driver successfully, the Intel Driver and Support app would indicate the driver is outdated. The new available version is 4.2.6.0 while my installed version is 4.1.260, dated 1/6/24. When I choose to update from the app, it indicates installation failed.
Earlier, I decided to update with the Network Adapter properties and now, it is updated to version 4.1.264 dated 5/2/25. Results seem to improve though the d/l speeds are averaging between low of 5000+ to mid 6000+ now.
What are the offload feature I can disable? My jumbo frame set at 1514.
Shall monitor, move on and re-visit this thread for solutions.
