Hi all i would like to get a new LCD with vibriant colour ,prefer white as it stylish, dun know want 21.5 or 23inch,Pls advice. use it to watch 'NICE' movie only.:o:s11: Must be cheap also, budget $250

think in market only philips blade 2 can meet your requirement.
23inch one i saw in sls around 269 net price.

go for an IPS panel with LED lighting and high resolution(1920 x 1080).

IPS got good color accuracy and contrast but not very good for games(response time slow which causes ghosting/blurring effect)

That's in a nutshell.

A good IPS would be Dell U2312HM... 6ms response time and 0.6ms input lag.. one of the best for IPS.. though it does not come in white
