want to change a new video card!

just quick question, my old mobo only have pci-e 2.0 x 16 x 2
i am using msi gtx 560 ti 2gb but when i play battlefield 3 or 4, it was so laggy and only can play in low resolution.

i checked that video card e.g R9-270x using pci-e 3.0 x16
will it effect any performance? or do i need to change something ?

my budget is around 300-400

If your old mobo only has PCI-E 2.0 slots, then changing to a graphic card with PCI-E 3.0 will make the graphic card runs on PCI-E 2.0 too. The problem here, is not with graphic card, but with your mobo+cpu. It is like, getting a device that has USB 3.0 but plugging it into a USB 2.0 port, will not make the device run on 3.0, but it will automatically run on 2.0 instead.

get the zotac 760 bundle (400/429) if you're also intending to get a new psu and if you're running 1080p else a 760 palit should be available for 325~

No it will not bottleneck the card. Yes you may use a 3.0 gpu on a 2.0 mobo. Cause the card cant even fully utilize the 2.0 bandwidth allocated.

Really? I think it really depends on his cpu+mobo.
For me, I am on Lynnfield, first gen i5, with GTX460. If I were to change my GPU now, I think, it will be bottlenecked by my CPU, won't it?

That is because your cpu is the one bottlenecking the card.

First let us know what processor you are using. I'm guessing the lag is highly likely due to the CPU bottleneck.
