normally around 40kph average will be slower if its not flat

Can try Tern Node 24" series that uses the quick and easy N fold.

As for the weight, no way can it hit below 12kg.

Agree with you. Up budget a bit more, can probably get the 6 or 7 speed bicycle. Can up more than a bit, can get 8 speed and better specs. Save the hassle of upgrading as well.
