Just got the DS408 from Vijay yesterday.

Planning to run my NAS just for back up purposes, can I run it on RAID1 and only power on as and when I need it?

It's tried and tested that DS918+ supports 8GBx2.
Not sure for DS218+, but DS218+ uses Intel Celeron J3355 which supports 8GB x 2 Channels, so maybe can.

....But don't quote me.

If you only run the NAS sparingly, I guess you can turn it off.

But if you do frequent backups, or better yet, setup automated content syncing, then it's better to just leave the NAS on all the time.

I seldom activate my NAS for content sychnronization, but yet I leave it on all the time anyway. Plus, the TV can readily access the media content whenever I need it.

NAS are designed to run continously. Just place them in a properly ventillated place, get good drives that are meant for NAS usage and you should be all set.
