Which Graphics card to buy in Y2019

Which PCIe DirectX 12 capable Graphics Card to buy in Sep 2019?

This serves as a one-stop location for decision-making for buying graphics cards. Complementary to this, short sections on possble choices for the following:

High Definition Movie Playback Requirements
Full 3D Requirements on PC

BUYING GRAPHICS CARDS GUIDE

Current Trend
The main stream cards (aka mid-range cards) now come standard with 4 GB / 6GB memory, which matches gaming requirements at Full HD resolution (i.e. 1920 x 1080) and AA/AF enabled, found on 22", 23", 24" and 27" LCD monitors. Examples are the RX 590 and GTX 1660 series. For even better performance at resolution of 2560 x 1600 pixels (31" LCD monitor or bigger), 8GB or more graphics card will be required. Supports PCIe 3.0 specs, and usually comes with at least 1 DVI, 1 HDMI, and 1 display port. AMD's latest RX 5700XT and 5700 series support PCIe 4.0 specs.

GTX 2000 series
Latest Driver
GeForce Release 436.30 WHQL Win 10 10 Sep 2019

Radeon VII, RX Vega 64/56, RX500 Series
AMD Radeon Software
Adrenalin 2019 Edition 19.9.2 12 Sep 2019
Supported VII, RX Vega, RX 500 series

Cheapest Low-End Cards - Weak 3-D Performance
The lowest end AMD R7 240 series and GeForce GTX 1030 series are best suited for 2D-display and some 3D games (modern 3D games unplayable at high settings). Instead of buying such cards, I recommend onboard graphics if playing modern 3-D games is not your forte. Most of the motherboards with onboard graphics come with a PCIe X16 slot, so you can add on a powerful graphics card later.

COMPARISON OF CARDS IN TERMS OF GRAPHICAL SPEED/POWER

AMD Radeon Cards
VII 16GB - faster than RTX 2070, slower than RTX 2080
RX5700XT - faster than RTX 2700
RX Vega 64
RX Vega 56 8GB - close to RTX 2060
R590 8GB - close to GTX 1660
R580 8GB
R570 4GB - close fight with GTX 1060 3GB

Nvidia Cards
RTX 2080 Ti 11GB - Fastest Nivdia card now
RTX 2080 8GB
RTX 2070 8GB - slightly faster than outgoing GTX 1080
RTX 2060 6GB - close to outgoing GTX 1070 Ti
GTX 1660 Ti 6GB
GTX 1660 6GB

The 6600GT represents the best performance/cost ratio, especially for 2nd hand ones.

Clear cut, down-to-earth suggestions, with best price/shop and availability.

We surely being pampered by your effort

Do hope similar cpu/motherboard combo thread will surface with similar format and purpose. These are definitely helpful.

Great job and keep it up...

Thank you. I go my fair share of feedback and criticisms along the way, which helped to me update the information and keep in current.

Not planning to do the CPU and motherboard, because maintaining this thread is hard work already. Hope someone else can do the job.

Its better not to have it.

The chances of it going up in flames in 2 days is very REAL.
