3700x stock tdp is 65w, hyper 212 x is rated for up to 150w
It should be okay unless you planning on doing aggressive overclocking.

3700X included Wraith Spite probably cools as good as Hyper 212 and looks nicer to boot.

You can get the 3600 instead and it will be good enough to run most games without CPU bottleneck for years to come. It comes with Wraith Stealth cooler so Hyper 212 will cool better on 3600.

Also MSI B450 Tomahawk, one of the best B450 board.

For RAM, anything around 3200 to 3600 Mhz, 2*8GB for total of 16 GB.

The stock amd cpu cooler is good but loud under load, 212 cooler is a better choice.

Just stick with included stock Prism or Wraith cooler that comes with the 3700/x and 3600/x respectively.

after seeing the price of 3700x might just settle for 3600

any reason behind recommending b450 over the new x570?
i am quite interested in the argb and pcie 4.0 which i could somewhat futureproof the rig....

what i can think of is:
1) higher official ram speed
2) more sata ports
3) more m.2 NVMe slots.

Why not check the benchmark from youtube?
Like 3600x vs 3700x vs 3900x etc?
It will take a week before these benchmark become available I believe.

Hyper 212 is a mediocre cooler.

In 2019, its size (160mm) to performance (temps/noise) ratio is garbage, the only good thing is that it's cheap. But it's not going to give you any decent OC, so no point getting it IMO..

The 212 mounting mechanism and build quality is also not good, i realized it after using a lot of other HSF. It's not the worst though.. in the end it's just a ~$30 HSF.

Also, the 212 has 2 mounting brackets for AM4, one will make the heatsink horizontal and the other vertical. The horizontal one is going to screw your PC airflow up and the temps are going to be terrible.. trust me I've used it. If you ever get one, make sure it's the standard (vertical) one.

You could do a mild overclock with the 212, really MILD. But it's no point since stock speeds with boosts going to give you better results.

On the other hand, the free Wraith Prism that comes with the 3700x processor can match the 212 performance. You are better off saving the money for a cooler that can make a difference.

Actually hor, I can't find much comparison between wraith prism and hyper 212x or 212 evo even.
Where you all see such comparison sia?
