Cannot choose... it will be included unless someone chose that unit previously, opt out and gave up.
Anyway after obtaining queue number, hdb will give u the list of units, and it will indicate what is included etc.

let's say i get to select a completed flat...
how does the ocs come in? can still choose or they just include everything?
does anyone have any experience to share?

becos HDB factor in the building time / progress time.

If u see some of the completed flat in SBF. they are very much ~1-5 % more ex than the BTO prices.
don't really buy this argument. 1) hdb would have built these units anyway and 2) they are the unwanted units during BTO phase so why pass this burden on to the next batch

its the same for all projects public or private, reason is that the people who bought at launch get a cheaper price because they have to wait longer. The longer the wait the cheaper it would be. Conversely, the closer to the date of completion, the shorter the wait, the cost would be higher. If the units don't get chosen during this SBF, it will likely be more expensive the next time round

But why unwanted units will increase price too?

precisely. HDB's motive for SBF and ROBF is to get rid of unwanted or repossessed units. so why charge people more for it?

Pretty sure they are not "unwanted", those units are there cause people last min change their minds, break up etc. Look at the mature estates numbers, they are always oversubscribed by quite a bit. People are willing to pay more if you can get your house in 1 year compared to 3-4 years.

Singles can only apply in NON mature estate and lower priority than elderly and first and second timers

Buy SOBF got many surprises cuz u duno what you are getting.

Only buy if u need a flat urgently or if u can't wait for abnormal BTO to be built.

Usually cater to those people who got married or have children and desperately looking for a place which dun mind noise, low floor, near mcp, above bin chute, fengshui rejects or sun units

For many it's a good deal cuz they are in a hurry. If still got time then apply BTO slowly choose loh
