Via Wired connection or Wi-Fi?
If Wired connection, first you need to check cable type used and router model.

Used Cat 5e and Cat 6. Asus router 1200+. All fine. Tested the tv on OOKla and its 90mbps but the Mi Tv speedtest app caps the connection at 10mbps on LAN. I don't know what to do.

Asus 1200+ is Gb port. Should not stuck at 10M speed. May be due to application provider limit speed/bandwidth.

I tested with USB to Ethernet and it went up to 30mbps. Really wonder what is happening

Try buying a new set of cat 7 cable for better ethernet speed. Google the ethernet cable cat 5, 6 and 7 to understand the features of each type of cable and inform yourself that now cat 7 cable is the bare minimum.

All my ethernet connections from wifi router to pc, fibre modem to wifi router and wifi router to sony x85E tv use cat 7 cables.
