Looking at above configuration (less the monitor and local PC replace with a notebook for initial configuring purpose only, router hub will be wireless router type), total IPcam 15 to 18nos.

Any reliable brand and model to recommend for wireless router and POE switch?

Each cam about 4.5w power consumption.
Area ground floor 200msq (5m x 40m), top floor 100msq (5m x20m) wireless coverage on ground & top floor not ready critical.
Area will be dusty without aircon, only fan ventilation.
Duration of operation will be 24hrs.
Monitoring not super critical, can live with outage if it happens.

Any special consideration, like UPS or enclosure required to protect the equipment?

For brand it depends on the amount of support you want ubiquiti, mikrotik will be limited mostly to their forums while Cisco /HPE will have better support (email, phone) and cost more.

It's also a good idea to use 2 switches for redundancy less one fail and your whole setup becomes useless

Not critical so will not invest money on redundant switch. How about brand like dlink n Linksys, ok?

Those 2 are probably the lowest end switches and are made to undercut every other switch on prices

According to /r/networking those 2 brands along with Netgear are to be avoided at all cost..

Worst case if the switch fails. You probably have to spend time reconfiguring the replacement again.

If reducing cost is the main priority. 2nd hand HP switches are available on eBay those have lifetime warranty

Ok, thanks. Think will go for Cisco or ubiquiti. Are durable under dusty and room temperature operation condition?

Probably not a good idea for any switch to be in a dusty environment

If dusty better use equipment with passive cooling. Fans will draw in dust and create problem. Those eqpt designed for env controlled data centres may not be what you want.
