Setting up Cisco SPA232D

Anyone can advise if it is doable using Cisco SPA302D kit for my intended purpose.

I want to be able to use mobile phone connect via any free wifi available when I am in overseas to call a local Singapore landline or mobile via this kit.
I do not need to be able to receive calls I just need to be able to do outgoing calls via my local number.
I am just wondering do I still need a SIP provider for my application or I can use my mobile softphone connect directly to the SPA232D to dial out via the PSTN line?

Anyone can advise on this VOIP -> PSTN setup?
Do I still need to setup a asterisk server so that I can use a softphone?

in theory can, but you'll need to forward SIP protocol to the internet or use vpn back home

I just couldn't figure out how to use a softphone to connect to the SPA232D to dial out through its PSTN line. Anyone familiar with SPA232D can help?

What setting do I still need, I already port forward the PSTN port 5061 of the SPA232D.
