Fast charging for iPad 7th gen 10.2"

Hi I bought a ugreen 30w pd charger with a ugreen mfi certified usb-c to lightning cable.
Plugged it to my iPad 10.2 inch but does not seem to fast charge at all.
Understand that this ipad model should support fast charging.
Can anyone explain what could be wrong?

either the charger doesnt provide the voltage used for ipad fast charge, or the cable is the problem. apple dont certify third party cable

Seems like not officially recognized by Apple that supports fast charging

You can fast charge these iPhone and iPad models:
iPhone 8, iPhone 8 Plus, and later
iPad Pro 12.9-inch (1st generation and later)
iPad Pro 11-inch (1st generation and later)
iPad Pro 10.5-inch
iPad Air (3rd generation)
iPad mini (5th generation)
