According to Apple’s Document that szeli has provided:

If your device stopped charging at 80 percent
“Your iPhone might get slightly warmer while it charges. To extend the lifespan of your battery, if the battery gets too warm, software might limit charging above 80 percent. Your iPhone will charge again when the temperature drops. Try moving your iPhone and charger to a cooler location.”

Check that the port is clean and no lint. Can use compressed air to blow out the lint if any.

You'll have to switch out the charger and cable to make sure it's not the issue with accessories..

If you have a phone and you need to turn off all the apps or put into airplane mode or both for it to charge, you better off throwing that phone away. Fact.

Erase and reset is a very generic solution provided by the service personnel. Probably they didn’t notice any hardware malfunction so by default they point it to the software. If you’re going to do a hard reset then I will suggest you go and extract and reinstall your firmware too.

maybe easier for them to troubleshoot when its a factory default set.
but charging port easily plug in and out least once a day, wear and tear and loose connectors are common
