Google maps in Japan cannot be downloaded and use offline due to licensing issues here. You can cache the map somewhat but it is not really offline use.

Can try using Offline Maps & Navigation app. You need to download the destination map before using.

Might as well just stay around the area. Can head to Mt. Omuro and walk around the crater. Itís just next to the zoo. I went there as a day trip from Imaihama-kaigan during the Kawazu-zakura festival. Thereís the Teddy Bear Museum (a lot of slopes to walk to the museum). Also did the Jogasaki coast trek. Waterfalls are closer to Kawazu. Itíll be cold. Youíll need to take a bus and walk.

Iím not too sure about cars. Was a solo trip, I only took local buses and trains. Didnít manage to visit the waterfalls because there was crazy winds and rain showers on the day before and the day when I reached Kawazu. Not a fan of trekking on mushy places, moreover I was still having physiotherapy sessions back then for my left knee after ACL op.
