Need advice: can transfer deactivated SIM card phone number to another telco

I really need advice here.
I am on StarHub telco.
I just lost my phone and has informed StarHub to deactivate my SIM card.

I was informed by StarHub there is a need to pay abt $37 for a replacement SIM card.
Currently I'm on a no-contract plan with StarHub.

As a result, I want to switch to another telco.

My question is - when my SIM card is deactivated, is my number too has been suspended?

Can I switch to another telco using the same number when my SIM card has been activated? Or do I need to re-activate my lost SIM card OR number before I can do the transfer?

I think you can still port out regardless of SIM status.

You have no contract so you are free to switch.

in theory, your telco only deactivated your SIM card, meaning no one will be able to plug your SIM (if they found it) onto their phone and use it. but your subscription/account with them is still alive, so you should be able to port out.
