NS men being charged for missing IPPT while working oversea

Hi guys, hope you are doing well!

I have a question regarding nsmen exit permit..

My friend has been working in Canada since February 2018. His exit permit is due 16 August 2019 which is tied to his work permit validity. Since he has been working in Canada he could not attend IPPT last year.
He has switched to another company 2 months ago and received a new work permit due end of this year.
When he tried to apply for a new exit permit his request was rejected because his unit charged him for turning up for his IPPT in 2018.
He called CMPB and his unit both sides kinda kicking the ball around. His unit insists he should go back and Singapore and get charged.
It seems like returning to Singapore before 16th August is his only option here..

If anyone has any advice or encountered similar experiences please feel free to share.

Thank you and it is nice meeting you here =)

If he has valid exit permit why did his unit even charge him in the first place? Go complain to his MP and write letter to minister
