Urgent help!!!!! Dogs tangled with each other on roadside

I am sending a post ask for help as I just saw two dogs tangled each other on the roadside located at banyan dr ice jurong island... Is there anyone can help!? I am not Singaporean and I have just started my work here in jurong island and so I have got no idea how to do for this. Anyone can comes out with a rescue plan? Thanks a lot...
