Actually for Surface 3, it's using micro USB port. Should be able to. Not tested though although I used to own a surface 3.

Cut and paste from MS website:

Is the Power Supply on Surface 3 different than the one for Surface Pro 3?

A: Yes, Surface 3 comes with a lighter, thinner 13W Power Supply that only works with Surface 3. It is not compatible with any other Surface devices. You can also charge Surface 3 using any micro USB charger (like those used for charging certain smartphones) or portable micro USB battery packs. Charging speeds may vary.

Surface is now on sale 15% off RRP.

Anyone bought the qi infinity powerbank for surface pro?
have you gotten the answer? I am also looking at this product. The site says that shipping to SGP is quite high. Do you have any idea how much the shipping is?

If its too good to be true, be more caution.

I use Xiaomi 10400mah battery to charge my Surface 3. No issues, although the Surface 3 can draw the full 2Amp that the Xiaomi can supply, so the Xiaomi can get hot charging the Surface 3.

Surface 3 AC adaptor supplies 2.5A through micro-USB. But that's nothing. My 950XL adaptor supplies 3A through USB-C!

Pro series uses proprietary connector so cannot use micro-usb to charge. You need special battery packs.

I'm using Surface 3, which is different. So I can use battery banks that supply 2A.

I think the i5 should be sufficient if you do not do 3D rendering or heaving computation.
