In Taiwan its left hand driving.

You might need to apply for international license.

However it will depend on the car rental company too.
Yes you need an International driving license here . You can get one easily at the Automobile Association in Singapore.

Travelling with kids: Taipei is stroller friendly or people here carry babies in Slings.

For Hotel, you can try Go City Inn near Taipei Station , has Laundry and Dryers, Rice Pot e.t.c. on their 2nd floor for guests to use free of charge.

From Forumers replies, F&E is better as you are on your own schedule instead of being rushed from place to place.

Currency exchange: USD is easily convertible in any bank or post office within Taipei city.
Singapore Dollar or other curruiencies can be converted to NT at the Bank of Taiwan at the Airport and at The BOT on Chongqing S Rd - next to the president's office bldg. Bring you Passport along.
Old NT 1000 and NTD500 can be changed to the Newer bills at the same BOT on Chongqing S Rd.

New Year's Eve:A parade with 600 performers on carnival floats, wearing costumes and doing motorcycle stunts, will traverse the streets of Xinyi District near Taipei City Hall between 2pm and 5pm on Dec. 30, the city government said.
All the floats that took part in the parade will then be displayed at Sun Yat-sen Memorial Hall through 6am on Jan. 1, it said.
The parade will be followed by an overnight New Year concert in front of Taipei City Hall starting at 7pm on Dec. 31, the city government said.

'Tis the weekend before Christmas - For those that will be in Taipei during this period

Christmas Day, also known as Constitution Day, might no longer be a public holiday, but it’s still an important date on the calendar for many bars, pubs and other nightspots
