度可能會放慢,因此未來對台灣地區的豪雨威脅,將延長到週日(25號),22號起,一連四天,北部,東半部及南部地區都應該嚴防東北季風與颱風外圍環流
帶來的共伴豪雨威脅。北部及東半部山區應防範超大豪雨,尤其是宜蘭、花蓮一帶,需提防日雨量五百毫米的劇烈降水。盧碧颱風未來有朝西南西
偏轉的趨勢,但因為暴風半徑已經擴大為300公里,因此,是否發佈海上颱風警報,明天將是關鍵。(彭群弼報導)


中度颱風盧碧下午的位置移動到距離台灣鵝鑾鼻東方約950公里的海面,持續以每小時16公里的速度朝西轉西南西方向前進。太平洋高壓勢力決定了盧碧的動向,研判週三開始,隨著高壓勢力的增強,盧碧的速度會加快,位置也會因為太平洋高壓勢力而略微偏南。大致上的看法沒有太大變化。不過,氣象局表示:根據週二下午最新的數值模擬資料出爐之後卻顯示:太平洋高壓勢力週四之後會迅速減弱,導致盧碧颱風,通過呂宋島北方陸地時,速度會放慢,推估時速可能剩下八公里左右,只有目前速度的一半!只要移動速度放慢,豪雨威脅的時間就會延長!

預報員李湘源表示:根據最新的預測路徑,盧碧的外圍環流,在盧碧通過呂宋島陸地這段期間,會與屆時從北方南下的東北季風所帶來的冷空氣,在東北部近海產生共伴效應,產生的豪雨威脅,不僅僅22~24號最明顯,甚至會延長到這個週日:25號,換言之共伴豪雨威脅的時間將延長一天,降雨緩和要等到下週一。從22號到25號,一連四天,包括北部,東半部,南部地區都要慎防豪雨,特別是宜蘭、花蓮山區要防範超大豪雨。降雨時間延長,災害發生的機會救會增加。民眾要特別注意。


至於是否發佈海上警報?李湘源說:盧碧的路徑未來有機會偏南,威脅有機會可以減少,但是盧碧下的暴風半徑卻又擴大為三百公里,多少抵銷了偏南的效果,因此,是否發佈,還需要觀察週三的變化。
