Update:

Over 1 million residential households have collected using their SP household water utilities bills.

That is over 75 millions masks collected - 50 million medical grade surgical masks, and 25 million Hospital grade N95 masks.

Collection ends next Sunday.

Meanwhile, MOH is working with SingPost to deliver 6 quick self test kits to each household. Delivery started end August, and should finish around end Sep too.

So folks, please watch for a small package addressed to The Resident -

Additional self test kits may also be available for collection at 100 vending machines around Sg - these are not yet meant for general public collection, but for designated folks such as those given alerts or warnings about the chances of being a close contact.

SP bill include water, gas, elect

Elect is senoko energy la... If everyone use sp for water n gas, then why stipulated sp? Might as well give to everyone lo.. water got other supplier? Gas got other supplier,diff from sp??

Btw, that poster that says 04 Aug collection is for trial locations hor, not applicable to whole of SG. So if your pg/mg come tell you today got masks to collect tell them that poster is for trials only, not whole of SG. There is nothing to collect today.

Don't kan cheong, free masks from Temasek Foundation not ready for collection yet.

Some say cheap must buy, free must take. But not today.

If you've recently come across a photograph of a banner with Temasek Foundation's logo, offering 50 medical masks and 25 N95 masks with every SP bill, and showing Aug 4 as the date for collection, don't be too hasty to head out of your home.

Half true, half not true.


True - the Temasek Foundation folks are working with Capitaland malls as well as participating supermarkets to trial collection of masks using household bills.

The picture below is from a pilot trial at one of the malls.

Not true that public collection starts 4 August.

What is happening from 4 Aug onwards is an end to end pilot, not open to the general public.

The idea is to integrate the scanning of SP household bills into the backend of the various systems with the different participating malls and supermarkets.

First is to ensure they can scan the SP bill bar code.

Then, at the back end, the supermarkets and malls will link up to the SP master database to check if that household bill reference has already collected their free masks. This is for issuing the masks to the households.

Separately, the back end is also to be linked to the supermarket warehouse and logistics system. This is for purpose of supply management and auditing by the respective organisations volunteering to help.

As the boxes of masks are much bigger than the little oximeters, the pharmacies do not have enough space to cater for mass collection. Hence, the pharmacies are not part of this coming collection exercise for 2-3 boxes of masks.

Similarly, not all supermarket outlets are participating - only larger ones will be helping with this mext exercise.

Originally intended to start after National Day, this exercise has been rescheduled towards end August to enable the various participating organisations to have more time to not just complete but also test their system.

For one, whenever we introduce a new integration to another database, we want to ensure we don’t mess up a working system.

Secondly, we want to go through ops trials to iron out kinks in the actual delivery and experience.

So while the teams are working towards an end August start for public collection, this could be pushed later into September if there are any outstanding backend issues that need more time to be resolved.

What are medical grade surgical masks and N95 respirator masks?

Medical grade surgical masks are top grade surgical masks with 95% filtration efficiency or better.

N95 masks are worn for high risk jobs, like looking after covid patients, or doing mass swabbing exercises.

Why are we offering free stock for households, and how should we use them?

The Delta variant is twice as contagious as the old Covid variants from last year.

With an infectivity of 5~6 others for each covid patient, we need 80% of a population to wear 80% effective masks or better to squeeze down the infection numbers.

There are many kinds of face masks in the market of varying quality.

The reusable double layer masks as well as many of the pleated disposal masks can offer protection of about 80%.

With the medical grade surgical and N95 masks with effectiveness of 95% or better, we have an additional option for better protection.

So when should we wear this?

If we have flu like symptoms, we should avoid going about, except to go see a doctor.

We should wear at least a medical grade surgical mask.

If we have tested ourselves at home with an ART kit and got a positive test result, we should wear an N95 mask.

If we are visiting someone in hospital or in a nursing home, we should wear a medical grade surgical mask in we are vaccinated, and an N95 mask if we are not vaccinated.

How long can we keep the masks?

These can last beyond their expiry date, if kept under dry and air tight conditions, away from direct sun.

Masks kept in cardboard boxes will be protected from the sun and will last longer.

If we keep our box of masks in their cardboard box in the bathroom, the high humidity will shorten the useful lifespan of the mask.

In general, we can expect a drop of about 2~3% effectiveness every year, for a surgical or N95 mask.

So after a year, a 98% effective mask will be say 95% effective.

And a 95% effective mask will take 4-5 years to drop to 80% effectiveness, still better than normal face masks found in the market.

And finally, to reduce plastic waste, household representatives should bring their own bags to carry the 2-3 boxes of masks.

This is bcos the surgical masks come in boxes of 25 or 50 (that makes 1 box of 50, or 2 boxes of 25 each for collection), and the N95 masks come individually packed in boxes of 25.

Keeping fingers crossed that we can launch the collection of these masks by the last week of August.

Now, you know also why we didn’t use the SP bill method for household collection of the oximeters.

It would have delayed the free collection a lot longer than we would have wanted.




The mask distribution exercise was originally intended to take place next week, but has been rescheduled to the end of August, says Ho Ching.
