the superstructure not placed ontop yet .... incomplete

Yes. The superstructure is probably fabricated separately. The main hull is steel, whilst the superstructure is composite.

I am not sure what the minimum required deliverables are for launching, but I expect it floats and is able to get underway on its own power. Modern warship CICs tend to be below decks so the bridge in the superstructure isn’t actually needed for baseline operation.

The first ship in the class will enter operational service only in 2028. They’ll probably conduct plenty of real world sea trials with the first unit.
