Car renting company is like profiting from accidents.

you sign the agreement. in this case , the person said likely his fault also.

If not happy with the excess, can don't rent or pay more to lower excess.

same as own car insurance, third party type. Or normal comprehensive also got excess. Up to you to decide how much excess you want to pay. Then you do illegal stuff, insurance don't cover also. End up private law suit against you which can be hundreds of thousands and can bankrupt you.
