By right procurement should have budget limits. Even before open tender is called, the person calling the bid should do some background research on the range of prices he's expecting for the product/service he is procuring. So in this case, it seems like the person already know what he wants and hence met his requirements.

Wow, really in-depth digging. The most surprising thing to me is the short period of tender.

26x $2200 = $572,000. I'm sure a half-a-million dollar contract deserves more bidding time to get a more competitive price. At $2200, I can already buy a low-end speed bike.

Another SCDF-like saga in the making.
