Not really. It depends on how the man was shooting.

Anecdotal story only. A friend was on San Francisco when someone opened fire. Some kind of drive by shooting. No one was hurt (or at least he didn't say). He told me his first reaction is dive to the ground.

Apparently it's second nature Liao. This might be why there were no casualties. But it's also scary to know the public knows how to react in a shooting. Makes it seem so common that one can actually anticipate it
