(GLGT) Men who threw signboard at child will NOT be charged; allowed to return home according to victim mom

THE INCIDENT

On 8 November 2021, we published a video of some men, who appeared to be young Caucasians, throwing a signboard at a 4-year-old child. The shocking video garnered more than 444,000 views on Instagram. The child’s piercing cries could be heard loud and clear in the video. You could also see the the mother of the child picking her up and asking the men for their particulars as the cowards fled the scene. We later learnt out that the mother of the child was 8-months pregnant at the material time.

According to the parents of the child, who are in touch with us, their child suffered bruises on her back for 10 days following the incident.

The incident occurred outside the Sri Layan Sithi Vinayagar Temple at Keong Saik Road. Our follower, who sent us the video, had this to say:-

“It seems like a group of foreigners and this one guy in particular deliberately flung a sign at this kid to hit her…
Immediately after the woman started shouting at the white shirt guy and they ran away. Before that they were making a nuisance la like singing in the public loudly.
Hope that by sending it to you there will be more awareness and a pressure to catch the culprits.”

Soon after we posted the video, we were informed that this was not an isolated incident of mischief as the men were involved in other incidents that same evening.

POLICE INVESTIGATIONS
On 9 November 2021, the police released a statement stating that the men were under investigations for “public nuisance and dishonest misappropriation of property“.

Sections 268 and 290(a) of the Penal Code prescribe that a person convicted of a charge of public nuisance may be face a maximum fine of SGD 2,000. However, where the offender knew that the public nuisance may cause injury to others, the offender may be liable to enhanced punishment of a maximum term of 3 months’ imprisonment and a fine of up to SGD 2,000 pursuant to s 290(b) of the Penal Code.

Dishonest misappropriation of property, which is punishable under s 403 of the Penal Code, attracts a maximum sentence of 2 years’ imprisonment.

Put simply, these men were being investigated for fairly serious offences.

The statement also noted that the men were caught when police officers spotted two of them holding onto a wet floor sign at Serangoon MRT station. This incident, and the police statement arising therefrom, received widespread coverage.

Needless to say, many netizens urged the authorities to take harsh action against the perpetrators, especially since the victim here was a defenseless child, and because this was not an isolated incident.

MEN WILL NOT BE CHARGED, TO RECEIVE STERN WARNINGS
On 20 January 2022, the parents of the child received a called from the Investigating Officer who informed her that the Attorney-General’s Chambers have decided that the perpetrators will not face charges. They will only receive a “stern warning”. They were further informed that the perpetrators would be leaving Singapore imminently.

The parents of the child, who were disappointed with the outcome, have published a public statement:-

Thank you very much for all the kind words of support. We are the parents of the child in the video. In view of the overwhelming interest that this incident had, we feel it is necessary to provide an update on the case. We have been informed moments ago that the men involved in this case have been given a warning and not charged. Understandably, we are disappointed at the outcome of the case. We feel that to get a just outcome for our daughter, we had no other choice but to lodge a magistrate complaint to privately prosecute the case. However, this course of action may be futile as the perpetrators may be allowed to leave the country shortly. Once again, thanks for all the words of support.
PUBLIC ACCOUNTABILITY NEEDED
To recapitulate, the undisputed facts here are as follows. 2 men were causing a ruckus all over town and they flung a signboard on a 4-year old child. The heavily pregnant mother of the 4-year-old had to endure this traumatizing event and confront the preparators while trying to pacify her wailing child at the same time. The incident, and other related incidents from that same night, were all well documented.

The very next day, the police announced that the men were being investigated. 3 months later, we learnt that they will not face criminal charges.

In matters like these that have have garnered so much attention, it would be in the public interest for some light to be shed on the decision-making process. It is our sincere hope that this is done, as it would provide some closure to the family and the general public.

Not surprised. Sinkies vote for harsh law. Why should nonvoter be subjected to it too
