Just trying my luck to see if any one has had experience in hosting mobile app games

Question like:
1) How to get a decent app (like buying) from mobile app developer form china? As they have a developed game development eco system there. No point developing one here in singapore.
2) Any regulation or prerequisite on doing this?
3) Any recommended china developer that are looking for partnership in Singapore/Malaysia
