I engaged someone to develop a personal (for my own usage only) app for me. He requested for my device UUID because he need it to tag my Apple device to the program.

To my knowledge, sharing your device UUID for Apple's Adhoc distribution is necessary. This approach is one of the common approach for beta testing. Another method I know is using Apple's Testflight. Using the Apple's Testflight distribution, beta testing can be achieved by invitation. If your hired developer can use Apple's Testflight, it may be better. (Note: Seems like Testflight will also allow the retrieval of device UUID - https://stackoverflow.com/questions/21746789/how-to-add-the-udid-to-the-testflight-portal)
App binding to UUID doesn't mean getting control over your device. On the contrary it is more like the device is given permission to use the adhoc(private) app. If you feel you want to absolutely protect your device unique identifier, then you should use a separate non-personal device for testing.
