Yes, it is still available and I just placed my 36 mths 2.85% FD using the old app. Btw, I already had the new app M2U SG and had to download the old app M2USG (classic) to do the placement.
maybank 36 month 2.85% time deposit via iSAvvy saving account still works. just placed it but it say "interest upon maturity". does it mean no upfront interest ?

just make sure it's money you're not going to touch for 3 years... I mean when we buy things like SSB it's also meant for 10 years... although it's easier to redeem SSB, I adopt the mentality that it'll be in for the 10 years (rates are higher at later years).
so 3 years is not that long if it's really money that one keeps in milo tin can
