From Oct, they pushed it by 1 month, if they follow their own schedule, then it probably get pushed into January instead of December.
I think one of the goals is also to find out how many people can really set it up without any external help. Later if 5% of the customers cannot set it up on their own, then for every 1000 customers, they will need to handle 50 site visits. It is not possible to simply collect $273 and then leave the customers hanging high and dry if they really cannot connect on their own.
If this new model of getting customers to configure their ONT works well, a full launch is less risky, when people pay money, the clock starts clicking and if they cannot use the internet, there will be a lot of complaints. if they figure out a lot of the people will need help, then there is no point in doing a full launch so fast if there is not enough manpower to cover the whole country. They might even need to come out with new pricing to cover each site visit to install the ONT.
