This means that if there are 3 draws per week and there are 52 weeks per year, this has an average of happening once in every 34 years.

The thing is the probability is more frequent than what you state because if it happens with "2" or "3" or any other number you would have said the same thing. So it's 10 times more frequent. Plus you also have to add in all occurrence of 10 times and more of same number appearing.
