Did you try changing the device region to US and the device language to US English to see if it’d work?

Can confirm at least this works for me for showing the “Join Waitlist” button
Language and Region set to English (US). Join Waitlist immediately become available. No VPN required.

Will wake up and see if I’m being accepted later on

I tried this, it worked.

I did not update to the 18.1 Dev Beta. I think is really not worth to meddle with the region and language for a feature, at least for me.

I am more intrigued by when UOB and maybe GXS updates their app to allow Public Beta.

I checked before changing region and language, i guess it won't meddle anything in the phone except changing your time to 12 hours format.

Just realized that I didn’t change the device region to US which is why the AI is not appearing. Works for me now!
