Why do you think case 64697 cluster with 66 cases isn't named?

Let me guess.
When MOH start the new format of reporting, they started using only case numbers to name clusters.
Then KTV cluster start, and they decided cannot hide, so name it as KTV cluster.
But die die dun want to rename 64697 as Rowell/Ubi cluster ;)
The above is my guess
