From what I read, its not that the tiongs dont put money into soccer but its that the soccer players are all 關係戶, got into the soccer team via connections rather than ability. Tiagong from the tiongs, the soccer team has alot of benefits and cushy job so alot of ppl want to get in with connections and lepak one corner.

Japan and Korea once aim to enter world cup. Finally they entered as hosts and maintained standard since then.

China no aim at all. Their focus since 1960 is Olympic sports like gymnastics, ping pong and others. And they maintain standard since then
