Even with top tier rental companies, doubt there would be anyone at the counter. I had a Europcar once, parked at returns and drop the keys into a box.

Take photos of the fuel gauge and exterior of course in case of dispute.
Not about having anyone at the counter.

More like I need to be able to return at the airport at 4am.
If those tier 2 don't have branch in airport then I can't return it there.

Ah. My return flight is in the early morning like 6+ am. It would be wiser to take those rental from airport right. So I can return directly there.

Do they have like easy transportation to airport that early at 4am?
I rented a 6 seater from this place called GoRental. it's one of the budget places.

flight back timing was quite similar to yours. they have a drop off point at a hotel right outside the airport. I returned at 4am and the hotel also drove me to the airport. it's a 2mins ride.

Depends on luck for places like Arthur's Pass, Mt. Cook, Fox Glacier. Queenstown, Wanaka more options. Summer is high season.

I'll be going in Oct, is that considered off-peak? I'm also thinking of not pre-booking accomm in the non-city areas.

Oct is off-peak. And it can also mean in non-city areas and not popular areas, accommodations are closed physically. But you may be be able to book online and then wait for the owner to confirm your booking. If your booking is confirmed, then they will give you instructions on how to check-in, this means there will be nobody there to check-in and check-out for you. It is based on trust.

I had done this type of travelling before.
Best to travel early Nov as it is still not into peak season but beware if it is SG school holidays when you go, then be prepared accommodations are not available.
I went 2 weeks before the start of SG school holidays. Other than popular areas and places with little accommodations, I had no problem to walk in to motels.
Even if you don't know where you will be, you will have to be prepared to have a list of accommodations to call and ask for vacancy before you head there. Otherwise, you will be running around to look for accommodations.
Hope this helps.
