I went without a tour - there was barely any entrance fee to the attractions you listed (the genocide museum only charged $1). Don't really remember about the Russian Market but the other 2 are quite close to the city. I'm guessing most of the cost of that tour goes to the taxi? If you can live without the material comforts and explore around at your own pace I'll suggest going by yourself, but if that tour service has received good reviews then $35 is not too much to give.
I suggest getting a tour for Angkor Wat though, some of the temples are quite out of the way. Although if trekking around in the more "ulu" ones is not your thing, then a 1 or 2 day tour around the main complex should do. The touristy ones start getting repetitive after a while.
