I will not use plastic bags for my rubbish, to save the earth.

Rubbish can put inside pail, then pour it down the chute.
After that go home wash the pail and flush the remants down the toilet bowl.

My level got one neighbour always throw in Unbagged. The rest of us have to take pails come out rinse and clean the refuse area for them.
