When group A has killed members of group B in vengeance and group B has also killed members of group A in vengeance, the cycle of revenge killing won’t end easily.

Maybe can resort to the old scapegoat ritual, whereby two goats are chosen to take the punishment for all the sins - one to be sacrificed to God and the other exiled into the desert.

That’s perhaps one primitive and primordial way to pacify the psychology of the people. The need for sacrificial lambs to satisfy the want for killing and punishment.
