Actually Lebanon is quite fragmented by different groups in different parts of the country. Israel is only targeting Hezbollah. Some parts of Lebanon got parties nightlife international DJs spinning one.

Lebanese Army has withdrawn from several positions on southern border, local residents, security source tell Reuters.​

A Lebanese army official has confirmed that forces have withdrawn from the southern border and are redeploying near the Litani river, due to threats of an Israeli Invasion.​

Some background: Israeli Defense Minister Yoav Gallant earlier told the heads of regional councils in northern Israel that the “next stage” of Israel’s war against Hezbollah will “begin soon.”​

Lebanese economy minister @Amin_G_Salam tells @SkyYaldaHakim that "operations have started" and he has heard Israeli troops "have been moving very rapidly" [presumably referring to the raids], they have been visible to residents on the border & there are "a massive number of tanks that are lined on the border". Hezbollah is supported by Iran, not Lebanon.
Lebanese gahment too behkan, cannot control the terrorists in their land. They issue a few harsh statements, but they will not intervene with their own conventional military.

hezbollah IS literally the Lebanese government

don't believe me go look for yourself. Hezbollah was elected by the Lebanese people and they are part of the ruling coalition
