I think bullies reveal their true animal self when they are in a group.

They like to bully to make themselves feel good and feel more superior than others.

I personally recommend very harsh punishment to let them realise their mistake. Let them not repeat it again. if it’s not a harsh punishment, the bullies won’t learn.
