From what I understand it means

just because we did something like this does not mean that everybody should follow do the same thing.

They are indirectly admitting to their mistake but phrase it in a way to downplay their incompetence.

PS: moi O level english C6.

So what is the main point for ceasing the use of partially masked nric numbers?

I think what she is saying is that masked NRIC still provides leaked information, so for better security, masked NRIC should not be used anymore. But this doesn't mean existing usage of masked NRIC should then be change to unmasked.
