Highly likely that owner will push the blame to the driver, he could claim he told all drivers to secure cargo properly but this one ignored.Nowadays so many of these kind of accidents.
The owner are responsible for not promoting safety.

Yep, even if keep a safe distance behind them, still may get hit/splatter with debris or dirt kicked up by their tires…Whenver I see trucks, big vehicle etc.. I stay far far from them..
