recently my wife did an evening stroll around pasir ris park, she said many dogs (hab owner around),

were to left ran around without the leash.. they hab designated dog run there.. why not unleashed the dogs there??

these kind of behavior can caused many incidents, be it to the dogs itself or to harm other people..

yes, primary responsibility is with owner/handler/walker, driver couldn't see but when you run over something you know. could've looked in the rear view mirror. hit and run of animal is also an offence if Pakcik recalls correctly.
