Cpf payout should be from 65yrs if you don’t defer it. If not, if starts from 70yrs.

I thot by default is 70, if u want from 65, u need to declare.

Basically the govt wanna force everyone to save for their own retirement, so as much as possible govt won't have to fork out money to cater to the old folks. Thats why need to keep comms that everyone need to work n save in cpf.

In reality, he is trying hard not to say that CPF is not your money, in between the words, its really saying, CPF is really not your money, its the govt's money and only govt can do what it deems fit.
