This is a good business practice. Looking listless and idle will make potential customers think their food is not good or they are not interested in doing their business.

When there is no customer, the stall personnel should do prep or area cleaning to give potential customers a good impression on either many customers will be visiting soon, or the hygiene is good.

If they are tired or hungry, they should move away from the stall to somewhere else, out of potential customers' sight, to snack or rest. They should not snack, or idle at their stalls.
