Live firing they used full powered rounds now?

Anyway lucky wasn't hit in the head.

I don't think they'd go through the trouble of making range rounds and combat rounds separately. Afterall, live firing is for realism. Put less charge, the ballistics would be slightly different.

It is extra (and unnecessary) logistics to do so, and at a slight expense to training realism. Ballistics and aiming will also be different.

If any real shiat were to kick off, they could just pull the rounds (and mags - since they come loaded now) earmarked for range for real combat use at short notice.

The cyclist cycle on the main road .
We can avoid and leave them alone.
The cyclist cycle on expressway.
We can endure and give them leeway.
But the cyclist is cycling on protected state land with live firing.
How can the police and SAF not take any action?
Charge the cyclist and make them compensate for the troubles and damages.

Luckily not using M16. Have you seen the impact of a M16 bullet on a watermelon?
usually the entry wound will be small while the exit wound would be large due to the spin of the projectile, but the wound is usually different depending on how the bullet was spinning with it hit the body
