150.—(1) If the President is satisfied that a grave emergency exists whereby the security or economic life of Singapore is threatened, he may issue a Proclamation of Emergency.


Defence and security measures
151A.—(1) Articles 22B(7), 22D(6), 148G(2) and (3) and 148H shall not apply to any defence and security measure.
(2) For the purposes of clause (1), a defence and security measure means any liability or proposed transaction which the Prime Minister and the Minister responsible for defence, on the recommendations of the Permanent Secretary to the Ministry of Defence and the Chief of Defence Force, certify to be necessary for the defence and security of Singapore, and any certificate under the hands of the Prime Minister and the Minister responsible for defence shall be conclusive evidence of the matters specified therein.

Basically I think it’s President and PM -> Defence minister -> CDF

President is the head who makes the decision whether or not to go to war while the PM leads the govt. Defence minister is in the govt and supposed to discuss with the rest of the cabinet other things like logistics like what the media should say and so on. CDF leads the fight

Of cos got someone say it’s 10 or so people before it comes to the soldier

President declares war
PM forms war cabinet
Defence minister in war cabinet tells CDF to fight
CDF tells chief of army to conquer country x
Chief of army tells Division commander to attack country x
Division commander tells Infantry commander to attack area Y
Infantry commander tells brigade commander to attack hill Y
Brigade commander tells battalion commander to attack hill y
Battalion commander tells company commander to attack the summit of hill Y
Company commander tells platoon commander to attack left corner of summit of hill Y
Platoon commander tells section commander to charge
Section commander tells the group to charge to the summit
Group tells Pte Ah Kee to point rifle at this direction and look out for enemy
Ah Kee leads the group with “echo after me. Group”. Comes the echo “group”. Ah Kee “straight ahead, 20 metres.” Comes the echo “straight……” Gunfire cos enemy knows where we all are liao
