They still don't learn.

Systems cannot go big bang. Must phase in, trial phase first. Then expand to more and then finally one time enforce.

They never trial, never expand slowly, again go big bang, somemore give only 1 months notice. They don't learn from us enough. We minimally 6 months slowly phase in systems, who will one time big bang?
